If you understand that our means "all the people of the united states " you will understand that he meant he cant give all of our stockpile to one state(NY) he has to maintain some in case other emergencies (other states ) need them and NY right now has enough
That sounds really bad.
I can only hope he meant that individual states should have their own stockpiles.
(which the federal stockpile should aid in topping up or helping to replenish)
If not the question becomes, who does ”our” refer to??🤔
