She’s actually incorrect as the Senate passed the Bill unanimously. Blaming the Senate majority in the context of that fact makes the speaker lose meaningful credibility.

The Senate passed the bill unanimously for the very reason that she said: it was the only way to get immediate relief, as relatively meager as it is, to millions of Americans who need it badly. But it was the Senate majority that got to determine the gist of the bill.
