The president could absolutely direct industries now to manufacture masks, respirators, ventilators etc on an emergency basis. For whatever reason he is choosing not to do it.

1) the government cannot force private businesses in such a way. 2) many businesses are not set up to re-do their machinery and production. 3) manufacturers rely on other other manufacturers, producers and importers as well. in other words, you cant snap your finger at them
