The president could absolutely direct industries now to manufacture masks, respirators, ventilators etc on an emergency basis. For whatever reason he is choosing not to do it.

When manufacturing is largely outsourced abroad outside the jurisdiction of American government, that does put a dent in what you say. Maybe if you had run on ending the job killing trade deals and holding China responsible for its currency manipulation, you’d be in the race.
