They've done their homework. They believe 100% of the additional possible voters at 17 yrs of age will vote their way. They are doing anything & everything to circumvent the rules to solidify their prospects of victory...at any cost. HRC was "guaranteed" victory in 2016.

Arguments to raise all age restrictions, including voting, to 25 are more reasonable and based in science than any call to lower any age restriction
