No, that's not what high-minded conservatism is. High-minded conservatism would wish those agencies bare-boned, perhaps, but not turned into mere empty shells.

I respectfully disagree. The common thread from Goldwater to Reagan to Trump has been casting government in all its forms as the villain. It serves the conservative purpose to gut agencies and services, then point to those exact institutions as examples of what’s wrong.
