America’s mission is that all citizens regardless of race, creed or religion be allowed the material means of self-actualization. This radical commitment to human possibility must be thrown like a gauntlet in the face of oppression, in any form, at any time & by every generation.

I don't think it is governments mission to be a part of the citizens choice to pursue happiness. Happiness is not a self actualizing require
