America’s mission is that all citizens regardless of race, creed or religion be allowed the material means of self-actualization. This radical commitment to human possibility must be thrown like a gauntlet in the face of oppression, in any form, at any time & by every generation.

I don't think it is governments mission to be a part of the citizens choice to pursue happiness. Happiness is not a self actualizing require

No one said it was. But the Declaration of Independence says God gave us “unalienable rights to life liberty and the pursuit of happiness, and that governments “are instituted among men to secure those rights”. It’s the right to do so that matters.
