Why not send a message loud and clear than men must "control themselves," that we won't tolerate this as a society? Telling women to stop jogging and hiking won't solve this problem, especially since so many women face violence at home.

A man who murders a woman has a bigger problem then “controlling himself.” No one is suggesting that a woman not hike or jog! This is simply to suggest that a woman team up with another woman for safety purposes.
