An example is all the money given to airlines on the condition that they wouldn't lay off workers. They took the $, laid off workers anyway & now cancel flights due to what they say are labor shortages.

Govt is not the "solution" but it should absolutely serve us. Those are our own tax $ after all. It was Reagan's triumph to demonize govt in order to be able to turn all resources over to the private sector. Now we reflexively look to *it* to solve problems, which is even worse.
