The labor board's top prosecutor Jennifer Abruzzo just issued a memo arguing that mandatory anti-union ("captive audience") meetings "inherently involve an unlawful threat" and saying she will urge NLRB members to change precedent & "find mandatory meetings of this sort unlawful"

No not at all. The majority didn't wake up one day and say "let's end slavery," "let's give women suffrage," or "let's desegregate the South." But a *critical mass* did - supposedly around 11% of a system- and that was enough to start the change in social consciousness.
