It does not produce regime change; the people are very aware where their suffering is coming from. They know it’s coming from us and it has the counterproductive effect of actually making them less, nor more, opposed to their regime. “Extreme pressure” means unnecessary suffering

Just to remind everyone: when RBG was asked how many women she’d like to see on the Supreme Court, her answer was “Nine.” She said there had been a SCOTUS with all men all those years and no one had seemed to mind.
