They are not arresting violent protesters (graffiti is not destruction of federal property, by the way). They are grabbing people off the street who are exercising their Constitutional rights. It is apparently the US Constitution that you have a problem with.

I ask myself several times a day if we could possibly be overreacting, if we’re mistaken to so vigorously and passionately reject the presence of those troops in American cities. But the answer comes back to me loud and clear: this is the line they must not be allowed to cross.

People gathered in the streets and doing no one any harm are not criminals. They are exercising their Constitutional right. Given that the "troops" are making illegal arrests, in fact it is they who are the criminals.

On what basis are you calling them rioters? What is your definition of that? And if the mayor and police aren't handling the situation as the people of Portland wish, then the people of Portland should deal with that.

No one has to "comply with those tasked with community security;" we have to comply with the LAW. And when "those tasked with community security" are lawless agents who are violating the Constitution, no we do not have to "comply." That would be a dictatorship, which we are not.
