One🔑finding of V-Dem 2021 is the role of pro-democracy mass mobilization. During the #pandemic, mob. levels declined,Dbu't the cases of 🇧🇾🇳🇬🇹🇭 show that even #COVID19 cannot dissuade pro-democracy forces. Taiwan should thus actively engage the #civilsociety of its partners.

When engaging external partners, #Taiwan faces a conundrum. On the one ✋, our commitment to democratic values constitutes the crux of our #SoftPower strategy. On the other ✋, given #geopolitical precarity, Taiwan cannot become a #NormativePower & effectively diffuse its norms.

#Taiwan may be an island nation, but it doesn't exist in a vacuum. The decline of #LiberalDemocracy in our key partner countries is worrisome. A major change is that #India – formerly the🌎largest #democracy with 1.37 billion inhabitants – turned into an electoral #autocracy.

#Taiwan began its quest for #democratization in the 80s as a part of its 3rd 🌊; our resistance to democratic backsliding is thus remarkable given that "The decline is especially prominent in the Asia-Pacific
region, Eastern Europe & Latin America" - regions key to the 3rd wave.

Let's start with good news: #Taiwan is 1 of 14 countries whose #COVID19 response has been deemed "proportionate, necessary, and non-discriminatory," and free of #democratic violations. This underscores the efficacy of the #TaiwanModel, which relies on #transparency & #solidarity.
