I'd argue that tech partnerships & integration - TSMC to Arizona & Microsoft's TW data center announcement as marquee projects - constitute another critical leg.

Nice work! And it's a good title as much as it needs to be an exhortation to policymakers. There is no doubt that Beijing sees closer relations as a bargaining chip, which it can try to pressure others to trade in exchange for closer relations with China.
