If it does not also house a legitimate military target, it should be left alone. If it also houses legitimate military targets, it's Hamas' fault for doing so and the building's destruction is absolutely within normal bounds and morally is on Hamas for its actions.

I wonder how many bombs are also stored in this building, or is it that the terrorist are using as a base to plan attacks or any other reason they could want to bomb it. Hell at least they gave you time to get out more than the terrorist gave to the innocents they murdered.
