This sounds fishy to me. Do you think this is true? The Corps' systems I'm familiar with in the financial sector have multiple redundancies to get anything done.

I'm picturing a drop down list that that is longer than the on screen display that you run a highlighted bar down until you come to the one you think you want. Under the ALERTS drop down menu.

Maybe I'm biased as a programmer, but my guess is that the customer was probably pitched that warning with an estimate of an hour or two, and the customer decided that "frills" weren't worth the little bit extra cash. "We'll just manage that on our end with training."
