Problem is that it isn't a clear line of site with minimal interference. There is a fairly substantial chunk of aluminium in the way.

You may be thinking of visual flight rules. These planes are most likely using instrument flight rules.

You can turn WiFi and Bluetooth on while flying, you just shouldn't turn on the cellular services
