the problem is trying to tell the user about something the site is doing wrong like this means the user think *they* did the thing wrong

yeah, the wording is far too ambiguous "This website is insecure. Your passwords may be snooped on."

Wording should be blaming the site “This website is not secure, login details may be compromised if you continue"

Maybe they did. By working with insecure password forms. For Visa, apparently.
