While this specific person seems to want it for ridiculous reasons, such a device could actually be useful for some people. My roommate used to play WoW, and I would frequently point out to him that he was paying real money to angrily shout profanities at his computer for hours.

I know quite a few people who hyperfocus to the point of not noticing how angry or upset they are. By the time they notice, it’s a lot harder to disrupt the spiral. Such a device could be used like training wheels to help learn to recognize the problem earlier.

Maybe. Or some kind of galvanic skin response sensor. Probably a combination. Would need to be trained to the person, but then could maybe act like a medical alert animal for mental issues. Many orders of magnitude cheaper than a service animal, and less vulnerable to neglect.
