There are so many problems with this. Would it become illegal to ride your bike if your phone dies? Or, if it's built into the bike would you need a data plan for your bike? And, above all, how effective is an driver alert?

It’s not the cars that need more tech, it’s the bicycles! Add a motor and two more wheels, some bodywork, etc and the problems are solved. 😏😉
