Of course the root could take action to remove the NS records and glue for .ru or any other TLD. I’m now wondering what the path would be for making that happen under current bylaws?

Presume you're talking similar to the request in to ICANN already? There is no path realistically and it'd set terrible precedent. ICANN will likely say they have no power to de-root them and it would be counter to Internet interoperability goals. Just my take knowing ICANN.

I agree it's a terrible precedent. I'm glad I'm not the one with the authority to make that call because right now my "better angels" are screaming for payback.

I hear you; I think all players in the space should be asking (and it is being asked) what they can do to apply pain to Putin and his circle and assist Ukraine defensively. We just want to make sure we are doing it wisely even if this is a relatively rare case.
