I don't just mean qualified immunity of law enforcement here either. It's just as important to address qualified immunity for government officials who fail to address abuses.
One of the huge enablers of police violence is qualified immunity of government officials. They have immunity for doing nothing about abuses while others would be criminally/civilly liable for exposing people to the same systematic abusers. 1/2

I'd argue the church is worse, but only because unlike police departments it's centrally managed. A lot of bad officers just fall through the cracks moving from department to department.
