Is it normal for Presidents to replace the entire top layer of civil servants from their predecessor? Does this mean that anyone accepting a position under Trump will possibly be fired in 9 months?

True. I was looking at it from the perspective of a Democrat President starting next January. Doesn't have to be a Democrat though, I'm not sure anybody could trust any Trump appointee.
