Code is a liability, not an asset. So goal of software engineer is delivering the maximum amount of desired functionality at the cost of the least amount of code complexity, even as desired functionality evolves over time.

Yeah, adding code is not the goal of software engineering, but a mere side effect. I wrote a tweet on this a while ago too:
Adding code is easy. Removing code is hard, and it's more valuable. Ceteris paribus.

Delivering maintainable code is always the goal. The second maintaining code takes more effort than delivering a new feature, a refactor is needed.
