Al estado salvadoreño le asiste el Jus ad Bellum para defender al pueblo de la violencia criminal de las pandillas. El Jus ad Bellum es la rama del derecho humanitario que define las legítimas razones que un Estado tiene para hacer la guerra de manera legítima y justa.

Mr. Ulloa, the definition of war is "armed conflict," the gang members there are not armed as your military to defend themselves, since you call it a war, this implies they must be armed. It can be any other thing but not a war. War was the guerrilla in the past.

The way your government is handling this, it won't lead to peace because it is sowing the seeds of pain, resentment and hate. The peace you think have will be temporary because these sentiments in the people will explode at some point.

What a difference would it had been if with the excellent job your government is doing in capturing them, these guys are offered a second chance, and provide them w rehabilitation programs, allow people to preach the gospel to them, so in 20-30 years when they may be free they ..
