Lean installations are for users, not when running revdeps, if a package is only used in tests Suggests is appropriate

Reasonable! But, should I add testing frameworks to Imports, or use if(require(..)) and pray that testthat is installed on CI?

When I last authored a package, recommendation was to put testthat/knitr (for vignette) into “Suggests:”. You’re saying this is false?
