dear #rstats peeps -- is there a common case where R blatantly ignores my ~/.R/Makevars?

@craigcitro or, apparently, i'm just confused. package building uses PKG_CXXFLAGS, ignores CXXFLAGS, uses LDFLAGS? i'm confused.

@craigcitro two lessons learned: (1) it's CXX1XFLAGS, not CXX11FLAGS. (2) @eddelbuettel always knows the answer to things like this. :)
