Any open source software that could manage/organise peer-review of manuscripts? We shouldn't be dependent on publishers for this #openaccess

@ucfagls Though as an editor, I still manage my manuscripts, reviews and reviewers the old-fashioned way. But JSS HQ @ UCLA has software.
