That is not needed for this 4.0.* to 4.1.* transition.
Some release require it, but then it is clearly signalled. R 3.6.* to R 4.0.* was one such case, as was not R 3.3.* to R R 3.4.*. All others since R 3.0.0, as well as many before, simply reused your packages!
