as.Date rounds - if you want to truncate the date its best practice to specify format="%Y-%m-%d"

lubridate -package also has floor_date and ceiling_date which is even more intuitive imo

It's not about rounding. It's about POSIXct not keeping TZ information---whereas POSIXlt does.
