You fail to mention that @Debian uploads go to 'unstable' , migrate to 'testing' only if free of (crit.) bugs, and 'stable' later. #noFUD

Debian is bumping libssl-dev to 1.1.0 which has some API changes, breaking several important R packages. Expect some disruption :)
