Putting any such solutions into place would cost money which the tories don't want to spend though because they'll have given all their friends nice tax breaks instead.

There will be a sweet spot for efficiency. Below a certain point and the PSU might be wasting energy to keep stable. Above a certain point and efficiency tails off as things heat up and reach limits. Somewhere in the middle, the supply is nice and stable, well within limits.

What's the damage to you if you break the T's and C's? Presumably that you're no longer allowed on a platform you had cause to criticise publically?

I recommend turning on the aircon, and then cursing that you're contributing to the global warming that you're suffering from.
The UK has the same, though advertising is somewhat more restricted. One thing I always end up noticing when I go to Germany is how much more smoking happens than I'm used to in the UK.
