So the question is this: is @bbcradio4 wrong for transmitting utf8, or is @Hyundai_UK wrong for not processing it properly?

DAB standard says UTF-8 is the format.

Essentially, you know it was transmitted UTF-8 because of the "A" symbol. You know it wasn't decoded because that "A" is shown.

Essentially, unicode symbol 00A3 is encoded in UTF-8 as C2A3. So definitely fault of your device.
