Who can I pay to write a Rust EFI application that does nothing other than scan available partitions for binaries it can run and put them all in a selectable list before running one of them

I'd love to be able to say "me" but I've never done anything like that before - all the UEFI/Rust people I can find are either employed elsewise, or even Microsoft security people. :(
