*iff* your meter is one which can, then it'll be the manufacturer of the meter you need to start with to ensure the upgrade is available. Then you have to get your supplier to *integrate* that update, and then deploy it.

That is likely to be the path of least pain. Sadly. (Well least pain where you end up with a SMETS2 meter)
