Biggest change is now rust-toolchain can contain toml (and or be called rust-toolchain.toml) The toml version has some sick new features like specifying components rust-lang.github.io/rustup/oโ€ฆ

Fwiw I'm not _positive_ it does support toml in the legacy file name, it just seemed that way from reading the blog post

We supported toml in the extensionless version in 1.23.0 - that's been there for 6+ months :D
