I’m a little confused as to why I should need to perform a CAPTCHA to apply credit codes to AWS. Isn’t my username, password, 2FA code, and IAM permission sufficient to prove that I should be there?

They'd far rather you didn't apply the codes since they've already made their money from them. So of course they make you jump through a hoop which helps them out in some fashion first.
