I (and a @codethink colleague @jannispohlmann ) came up with github.com/CodethinkLabs/con… and its python impl github.com/CodethinkLabs/pyt… a while back, but we've never taken it to completion. Perhaps the ideas in that might help you decide how to do it?

Having re-read the spec today I'm now tempted to write a crate for it. ARGH I have too many projects already.
