My internet connection the last two days was 99% available and 0% reliable. It went down for 0.1 seconds every 10 seconds. My internet box was never able to do the handshake necessary within that time frame and had to restart the handshake due to the short failure

Does a "link layer up" constitute 'available' really? I'd say not. *hugs* that's a horrible situation to be in.

Update: the technician who told me about the link layer going off and on all the time was able to fix it and since a few minutes I have my internet back!
