Whenever I see a date of the form NOTYEAR/NOTYEAR/YEAR I just assume it's worthless and ignore it. This causes consternation among people who don't understand why we format dates YEAR-MONTH-DAY :-)

I think you mean "In my experience UTC is always the right answer". As always, your experience does not cover 100% of use-cases.

Pff. In general if it's shared use it should be UTC, but that doesn't make UTC always the right answer.
