At this point, I'd suggest following up to the issue with "If I wrote a patch to try and check the config first, would that be welcomed?"
I'd argue that the right thing for certbot to do is to parse nginx's config and if there's that directive and it's not 128, complain.
So then that's sub-par input-surface with nice screen, which can run $linux_distro?
