Assuming counter is in seconds, and that you don't care about starting the cycle at any particular time, just use modulo

Mmm, the same colleague pointed out that age group may have an effect (e.g. young/old may find bad l10n better than none)
A colleague of mine indicated that he tends to prefer English too (despite not being native)
