SB 330, Housing Crisis Act of 2019, was just introduced by Senator @NancySkinnerCA. The bill, among other provisions, would prohibit building moratoria and downzoning of parcels by local jurisdictions, waive parking requirements, and waive fees for #affordablehousing until 2030.

Maybe some combination of having rigid zoning laws that prohibit property from being used in better ways, and being in a place where even if most people can get around without cars, the decision makers are people who drive? Seems like there must be other factors, though...

I haven't tried... although I'd guess the main potential problem would be if it needed long resting time after forming the loaf, although even that isn't a problem as long as I don't mind the bread being a bit flat.

That said, my bread-baking experience is all no-knead breads (most recipes from artisanbreadinfive.com/) with high water content, so I'm accustomed to cheating, and thus my advice might not be applicable at all. [2/2]

One other thing that might affect density is quantity of salt. (Different physical forms of salt,e.g., small/large crystals, are different density, so dealing with recipes that measure salt by volume requires care.) Salt suppresses yeast activity and makes bread denser... [1/2]
