I see it briefly set the focus ring and then fade it out.

hm in 58? I only see a persistent focus ring

in 59 on windows, i see some funky "border gets darker when hovering with mouse", then when pressing the mouse it momentarily goes light blue. suspect this is due to some default styles it uses when form controls are "inherited" from OS? 1/

I'm on macOS and getting the solid blue outline on click and it's persistent.

what's really weird is if i set outline: 2px solid red I get both! Notice the thin strip of blue at the bottom and on the right hand side?

by that I mean, :focus { outline: 2px solid red; }

I'm not within reach of OSX at the moment. And oops I gave you the wrong link earlier. I couldn't find a related bug filed. @jensimmons you might know... is this a known issue?
