Unsure of the context here... but lots of short hops like that exist to support the hub-and-spoke system.

Context is the downfall of Tom Price. IAD has been downgraded as a hub pretty hard since the CO-UA merger. Thus that particular punchline.

I know there are plenty of PHL-WAS and PHL-NYC flights that feed hubs, but UA in particular is rerouting hard to EWR, secondarily to ORD.
