Oh, I'm wrong anyway. Mozilla normally publish those things publicly anyway, so I'd expect it was public anyway.

AFAIK, the existence of an appeal vote was member-confidential prior to w3.org/2017/09/pressrelease-… today. Mozilla response to EME PR is public.
