I'm guessing they only bothered with the security update on top of Oreo... but the Oreo update has only been offered to some users.

On the other hand, I don't use bluetooth, and now I intend to make sure it's always off, and intend to avoid things that use it.

Oreo update is pretty easy to do with adb and the official OTA image download, if you're so inclined.

My already-Oreo Pixel says the same thing. “No update for you” would be a more accurate default status than “Your system is up to date”…
