Viewing 1,645 to 3,025 residential units as "massive" seems like admitting defeat, relative to the amount of housing the Bay Area needs.

I'd like to start with a million units (order of magnitude, anyway) and see where that gets us. (Mostly near Muni/BART/Caltrain.)

Sure, and there's huge demand to move to the Bay Area. Meeting that demand, in a dense setting, would be a huge win for the environment.
