If you genuinely think the answer is "24", which of UTC+12:00 and UTC-12:00 do you think exists and which doesn't? Why?

Let me just phone up my colleagues in Bangalore (UTC+5:30) and let them know that they don't live in a time zone

I think it's reasonable to interpret this as "How many distinct local times are there worldwide at this instant". Answer is still not 24.

That seems like one of a few ways to look at it that doesn't require hours of puzzling over the definition of "time zone".

Another: how many sets of current timezone rules are there. But that's hard since some countries don't publish in advance, so can't compare.

right now I think it's -12 to +14, -9:30, -2:30, +4:30, +5:30, +5:45, +6:30, +8:30, +9:30, +10:30, +12:45... so 37.
